The Alabama Horsemen's Benevolent and Protective Association, the group that controls part of Birmingham Race Course off-track betting money, must hold new officer election, Alabama Supreme Court rules Tuesday, August 25, 2009 The AHBPA that controls a share of off-track betting revenue at the Birmingham Race Course must hold a new election of officers, to be overseen by a state court, because its 2006 vote was rigged, the Alabama Supreme Court has ruled. A Jefferson County Circuit Court ruling that found that the Alabama Horsemen's Benevolent and Protective Association "arbitrarily and capriciously" disqualified some members from voting in its October 2006 election has been confirmed. In court documents, AHBPA members who were denied a vote called the election "a sham." The AHBPA, under federal law, is effectively guaranteed a portion of revenue from off-track betting at the dog track, which also simulcasts horse and dog races from around the country. The trade group gets $125,000 a year from local wagering on simulcast races, and its leaders have said they use the money for purses for out-of-state races involving Alabama horses and to promote the return of live horse racing to the Birmingham track. Members of the trade group sued the organization over its finances in 2004, however, claiming its president, Skip Drinkard, had misspent $1.4 million and refused requests to provide details of the organization's budget. Drinkard has been president of the group since 1994, and in 1997 its board declared an emergency and suspended elections until the 2006 vote. Efforts to reach Drinkard for comment were unsuccessful. The Circuit Court ruling affirmed by the Supreme Court gives the group 90 days to hold a new election, to be overseen by a special master appointed by the court. The ruling also bars the AHBPA from spending money without the court's approval, except for ordinary expenses, until after the election. If the $125,000 annual payments are going to be used solely for purses for races, then a change in the current officers will be needed. To be eligible to vote you must fulfill one of the following
1. Reside in the State of AL and have an active owners license anywhere.
2. Reside in the State of AL and have an active trainers license anywhere.
3. Have participated as and owner / trainer in the Alabama Stakes Races.
4. Have participated as an owner / trainer at the Birmingham Track when it was open.

ROYAL EMPIRE Dominates the Vulcan Stakes Big Fred and Ivor’s Empire, both by Royal Empire and bred by Bobby Pruitt, came in first and second in the Vulcan Stakes that was run at Oaklawn Park Sunday, March 26. This was Big Fred’s fourth start, he has two wins and a second. He is out of Potential Energy and is owned by Freddie Hyatt in Ocala, Florida. This was Ivor’s Empire’s first start, he is out of an Ivorson mare. Royal Empire’s progeny now has 8 stakes wins and 11 places out of 53 starters with total earnings of $831,421.
